How do I make the "location" search bar a drop down menu?

Hi,

I am trying to change the "location" in the search bar to be a dropdown menu of "All States" which I have already set up in the ad section. I have spent hours trying to figure this one out, including the code but it isn’t straight forward.

So I would like to change the location search to a dropdown menu that aligns with the customers state selection.
