How the register can not post their ads?

Dear Sir, I have some questions to consult you:

1) I have installed a classified theme and tested, everything is ok, but as a register as a customer, I can not post, it said you are not allowed to post ads, I have already removed the membership payment, how to deal with this?

2) if the membership is set, why and how the number is set, for instance, $19 for a year, but it still shows free ads posting?

3) How to set up site language,for instance, Japanese, Korean or Chinese?
