iphone/ipad width sizing issue

I am having an issue with my site when a dropdown is clicked in an iPhone/iPad. The screen will zoom in when it is clicked but after a selection is made, it will not zoom back out. It also does the same thing when you click inside a text box and will not zoom back out to normal size. I find this issue on the wp login page and the "post an ad" page. I cannot for the life of me figure out how to fix this issue. I feel it has something to do with max-device-width in media queries and I think I only need to change one little thing but I cannot seem to find what media query in the css I should change.

I posted this issue in the citrus night child theme forum and was told to turn the child theme off. Unfortunately, it still does the same thing. Here is a screenshot.
