Membership Pack / Ads Pack: 'Number of ads' instead of 'number of days'?

Hi all,

Is there any way of allowing a 'set' amount of free ads in a given category, then charging the standard amount once the free ads have been used up?
Example:

• Under the Autos category, offer the first 2 ads for free, then charge £1 per ad thereafter.

Perhaps there's a way of setting up membership packs to offer a number of ads instead of a number of days?
I was thinking of something along the lines of:

• Pack 1. costs £0. Gives you 2 free listings
• Pack 2. costs £0. Gives you 3 free listings

If that is possible, then the only thing left to do would be to apply a membership pack to all users automatically?
Is that posible? how do I apply a membership pack to all users automatically?
