Membership Setup Help

I am new to Classipress and trying to set up my system. Can you help me with the logic?

I am requiring users to register before posting an ad. I want to offer them 1 free ad for 1 year as part of their membership. If they want to post more than 1 ad - they will be prompted to upgrade to an unlimited amount of ads for an annual price.

Is that possible? If so - would I use Ad packs or memberships - or both?

Thanks for the help... I think I'm making it harder than it should be.
