Need advice: posting free, paid membership for exclusive category

Good day everyone,

this is may case:

"charge for listings" is off. I got no ad packs. nobody got to pay for ads in almost all category, expect the "exclusive membership" category.
membership needs to be active for postings into the "exclusive membership" category.

now my problem: a user that got an active membership is not able to select the "exclusive membership" category when creating a new ads listing.
There are only available the regular free ones.

I'm not sure if I oversaw something...
