Do not require State

Hi,

I cant find how not to required "State" in custom fields. I am using this outside USA so the states need not to be a pull down menu but a textbox. But much better if I can just remove it. I searched and I found on MOD/Plugin for this but it's almost the cost of a theme. I want to just make it optional instead of required field.
