Is this a PayPal Issue or a ClassiPress setting issue?

Id like to start out by saying thank you the Moderators who have helped me so far. You guys are awesome.

My current issue involves the checkout process. Below are a couple attached photos to help describe my issue. When I select "featured ad" (or in this case using the CP Addons plugin selecting VIP or highlight) the checkout process skips the checkout page. When on the Preview page the total amount owed comes out to $11.00. After clicking continue the site directs me straight to the Thankyou page and skips checkout all together. And the total comes out to $0.00 What would cause this? If I check the box next to bank transfer in payment settings, the checkout page is not skipped. But when I go to use PayPal and click next. The Thankyou page still follows with a total of $0.00. This issue occurs whether using the CP Addons plugin or using the standard ClassiPress Featured Ad option. I also have a "free" Ad Pack set up. So my question is. Is there a setting I have wrong or is this a PayPal integration issue?
