Wordpress 'Subdomain Network' & Classipress - limit by category and multi-language

I am VERY new and I have read some posts on the forum that are similar but not quite exactly what I need to know.

We are developing a site that I am hoping will end up with all our data in one database and one set of pages to maintain.

But we want to direct or let the user navigate to separate cities as required.

So we will have...

www.ourdomain.com - the main Wordpress/Classipress site - the ability to see all the offerings across all cities
www.vancouver.ourdomain.com - The same classipress pages - but limited to one PARENT category of 'vancouver'
www.toronto.ourdomain.com - The same classipress pages - but limited to one PARENT category of 'toronto'
etc.
etc.

Keep in mind that we will have other categories in our data other than city but city is the only one we want to be entirely limiting in terms of which ads show up as you are browsing the site.

Now I know that Wordpress allows for the subdomain business but can I do what I am envisioning with Classipress ?

Also I haven't read much about this but the next thing we have to work into this is Multi-lingual support.

Am I correct that if we want the ability to do the city breakdown as described above AND have the ability for the user to choose between french and english then we would need 2 WP/CP subdomain sites running with some type of data replication going on between them (and using some plug-in perhaps) ?

I have heard that you cannot just take the data from one wordpress site and put it onto another because there are URLs or something embedded all over the place - so how is it possible to have 2 sites sharing WP/CP data?
