Incorrect behaviour during cancelling one of the proposals
When one of the proposals gets cancelled by employer, for some reason the system thinks entire project is closed.
How to reproduce:
1. Have a project and two proposals.
2. Employer goes and approves two proposals (bug!). Maybe if he even has one proposal and cancel that one, it's the same behavior.
3. Employer goes to one proposal and Deselects it, so now only proposal is in Approved state.
4. Now, if employer goes to Dashboard -> Projects, for some reason it sees "Agreement Cancelled" (should be "Proposal cancelled") and if he clicks on Action drop down he sees "Re-open" action, and when selects it he gets "Are you sure you want to re-open this project". Project was not changed, he just cancelled one of the proposals. See attached screen shot.
