Monthly Subscription for Freelancers

Hello,
I was wondering how I could enable a freelancer to have a monthly subscription (similar to the ClassiPress membership packs) where a freelancer could, for example, pay me $100 per month and apply to as many projects as they wanted to, or maybe $50 per month and only be allowed to apply to 10 projects per month.

I understand how the built-in credit system works, but I don't want freelancers to have to pay with credits for each project they apply to.

I have tried to use the Members plugin to restrict a non-paid freelancer from seeing the "Apply to Project" button, but I haven't figured out how to make that work.

Do you know of any plugins that I can use and have a developer modify to enable this subscription model for freelancers?
