Two emails received when proposal made on project

This issue is similar to another thread I posted last week (http://forums.appthemes.com/help-usi...project-86187/)

When a Freelancer places a proposal for a project, the Employer receive two emails:
- One to say that user # has updated his proposal for 'project'
- One to say New proposals on 'project'
They are both received at the same time.

This doesn't seem correct.

Additionally, both the notification and email to both the Baker and Freelancer state proposal 'updated', even though its the first time the proposal is made. Could it be a little clearer to say new proposal submitted? or something similar, and only if the Freelancer actually updates the proposal, then state proposal updated?
