Job Packs - Allocation as per role

Is there anyway that I can have a Job Pack which is not available to buy?

e.g. How do I allocate a job pack for unlimited free jobs to myself as admin without having it show on the front end for other users to use.

I have a ex-colleague who has registered on my site as a recruiter. I want to give him unlimited free advertising on my site. How can I do that please? Seems to me the only way is to allocate a job pack but then that would be available to all?
