Uploading resumes by admin and adding upload feature

I have read several threads and was wondering why our registered applicants cannot upload resumes to make the process much easier?

I have read I need another plugin to make this happen and that it isn't something included in original download.

Also, I have hundreds of resumes in another service. Is there a way for the admin to add these to the database without the actual person having to re-create?

    Thanks, Chris
