Category surcharges question

I would like to include category surcharges on all items.

If I set up a plan that includes 2 categories, will the customer be charged extra for those 2 categories?

In my early testing, this appears to be the case.

My categories are bases on food types. Pizza, Sushi, etc. I do not have subcategories as part of my set-up. In my set-up case, it appears a surcharge will be applied to the customer for all or any selected categories - making the 2 included chargeable.

Customers making a purchase will probably feel that when a plan includes 2 categories, those 2 categories will not incur a surcharge.

I just want to be sure that this is how Vantage is set-up. I can modify this by adding subcategories, and only charging for selected subcategories, but the nature of my website is focused on one category - food.
