Keeping Featured Ads at Top while Standard Ads Rotate

I want All "Featured Ads" to stay at the "Top of Each Page" (for both the Home Page & the Category Pages)

That happens by Default AND that's Logical.

But

I'd like the "Standard Ads" below to rotate at "Random" while All "Featured Ads" stay at the "Top of Each Page.

If Random is selected on the "frontend" then "ALL" ADS ROTATE including the "Featured Ads" which sort of dilutes the "Value of Featured Ads".

I'd like the ability to have "Featured Ads" stay at the "Top of Each Page" and to have "Standard Ads" rotate below at "Random".

Can anyone tell me which PHP files are involved and hopefully How and Where to do this?
