No Register option on sign up page

Hi,

I know this has been mentioned before, but the solutions mentioned doesn't seem to be appropriate for me as they aren't applicable to my setup.

When I go to the sign-up page to add a business, it asks for login details without the option to register until you try to submit information which it then appears underneath the login box. The only option at the moment is to click the register option in my footer menu. There should be one under the login details box, is there something i am missing?
