Ordering Listings Plans

Hi,
Is there a way to organize the listing plans? I had created a group of plans at one time, so they were listed in that order. However, I wanted to add another plan that needed to go in just after the top plan. When I created it, it got added to the bottom of the plans on the ordering page and I cannot seem to alter the ordering.

What function orders the plans? Is it by time/date or an order ID?

Ideally, it would be great to have a way to move plans up and down in the admin section.
