Some issue which requires help!!!

The contact listing owner form does not contain any required fields which is annoying as anyone can hit the send button whitout entering any information.
is there a quick fix?

#2 Contact form Subject & Sender details
Where can i find the sender of the contact owner listing form??? I want to change the header and sender information

#3 user Rights
I want to achieve that i can make a user administrator but he/she must have only access to the vantage menu on the left side while logged in.
is there a plugin or a way to achieve that???
