Vantage, Handling Expired Listings - listing is removed after expiration

I am listing and offering free "very basic" ads in order to keep my site both nicely populated initially and to promote interest from all types of related businesses in my area.
(I want visitors to see that there many businesses listed...to get myself started)
I am entering these types of listings manually and enabling them to be claimed by the owners.

When a Featured or Paid listing expires, however....it disappears from the listings "instead of reverting back" to the free "very basic" listing.
Is there any way to make or allow a Featured or Paid listing go to basic listing and not just disappear?
