vantage: When a list is approved and when is it confirmed?

Hi

I see in the file includes/emails.php that there is an email to a user after confirming his list, and a separate email when the list is published,
but when I confirm or publish a list I just see the email from confirmed list,
when a user receives the "your listing is published" email?
