Approval of Users

Hi There

Firstly my apologies if this has been asked before, but I have run a search and can't find the answer.

I need to know how to adjust the user settings so that I, as adminstrator of my site, has to approve a new user subscribing to the site before they have access.

I am being inundated with bogus users gaining access directly using the (username) @base.actices.com email address and whilst I can delete them when they appear I would much prefer that that don't have direct user access.
