Register Now (frontpage default). How to Link?

Hello.
I am trying to set up site registration, but can not find any tutorials or forums posts similar.

This page:

Has a "list Your Equipment - Register Now" text block in the middle of the page. I can not find it, it goes no where, there are no links or anyway for anyone to "register". How to do this?

Also... I was reading a post about sticky header... you have to be a php programmer to figure that out... apparently you need a child site - do i have a child site with my package?
