Unable to claim some listings 50/50

Hello:

We are facing an issue right now where SOME users are trying to claim listings that we bulk loaded when we launched the site... but instead of showing them them pricing page for the two programs we have they get a 404 page the "Oops! That page can't be found." Also one user might be able to come in and claim a listing while the same user can't and gets the error. Noticed that it happens a lot on admin accounts when testing this out... but if I create new account and go through incognito browser I'm able to make it all the way to the final payment page. This is happening to about 50% of the unclaimed listings. I've turned off all other plugins, there is no caching anymore on the site, we are running php 8.1 on wordpress 6.1.1
