User registration is currently not allowed.

New Vantage user...purchased the theme and installed it. I'm struggling with getting the new registration to work. I'm using 4.2.12 additional information below issue text.

When logged out and you click the "signup" button on the upper right side it takes you to the login page with text that says "User registration not allowed" (wp setting allows anybody to register).

But when you click the "Create Listing" button on the main menu and then click the "register" on the page where it says "You must first login or register before you can submit anything." it then goes to the register page. Where it does allow me to create an account.

What am I doing incorrectly?
