I need 2 messaging plugins for my website

Hello everyone,

Please I need a plugin that whenever a job is posted and the employer selects skills, freelancers get an automatic e-mail with that job if the freelancer has selected that skill within their profile.

I also need a plugin that informs an employer when a proposal is sent and also informs the freelancer when the proposal has been replied to.

If there is one plugin that does both, please let me know.
