Editor vs contributor?

I'm new to JobRoller, but not new to Wordpress. I expected the roles of Editor/Contributor and Subscriber
to apply somewhat, but they appear to be ignored with respect to job submission and approval.

I wanted to have an admin role that can change wordpress and theme options but have an editor role that would be able to approve submitted jobs but not alter any of the complex technical aspects of the site.

Is that not possible? I hate to open up all the functionality of wordpress to a non-techie job manager
for the sole purpose of allowing him to approve a job.

Any idea how I can easily make this (or something similar) work?
