How to add "browse resume" even for logged out users?

    Hello

I would like to add, for logged out users, the top navbar button "Browse resume" that there is when a recruiter is connected, and that the button redirect to registration page if someone logged out click on it.
Which piece of code should i add and where?

    Thanks!
