    A quick check on the plugin page's changelog (http://wordpress.org/extend/plugins/simple-local-avatars/changelog/) shows that there are already a number of language file that come with the plugin....

    Correction to the above: the argument 3 points to the individual plugin's sub-folder, in the first example, and to a language sub-folder of that folder in the second. argument 3 as such is relative...

    That depends on the plugin: some plugin authors prefer to have them in the wp-content/plugins/ folder, some ion the plugin's own folder. You might be able to figure it out yourself, by checking in...
