   "Job offers" are put in as an incentive. Meaning if you offer 10 job pack you may offer 3 extra job post = 13 job post total. 20 job pack + 8 job offers = 28 total job post and so on... I think...

   Go to Job Roller > Settings > Resumes. There you will see an option for Job Seeker Registration. Subscriptions tab is a custom condition for employers dashboard...I think. Hopefully someone else...
