So in case anyone else is encountering this issue, and anyone who has or is going to upgrade to WP 4.3 will, I have been told it is a known issue and the fix for now is to disallow User Set Passwords...

Don't worry, you explain yourself well (to me at least). To get this to work how you want, you would need to customize the widget-control plugin to allow for the custom "ad category"...

I was able to fix the problem by de-activating the theme and then re-activating it!

This I believe is a reoccurring problem with Classipress, it happens to me every so often still. Fixes itself somehow, I was never able to find a solution:...
