Disable all plugins while testing for this issue.
Also, make sure you disable any caching layer... browser, server or plugin.

This is not so easy and requires some more efforts. You would probably need to find a coder for this job.

There is a filter "cp_user_dashboard_listings_args" which filters WP_Query parameters before fetching dashboard listings.
You just need to remove `author` parameter if user is admin.
