    Is there an option for a dropdown if we have multiple cities? Or do we have to install classipress x amount of times for the number of cities we have?

    No admin options for multiple cities set up though it can be done through custom coding as what other users have done. Yes, you can also set it up through subdomains or through the use of Wordpress MU.
