Is there a function for customer to select state and city when not only adding coupons but when searching for them, instead of all of them being lumped together.
No feature on this yet but possible through code customization as what some users have done. The theme is not encrypted and so it can be modified according to your requirements. Implementation is just dependent upon your coding skills or you can just hire a coder to do it for you.
