I am currently working on a client's classipress and as soon as I finish I'll buy the developer's license in order to launch a few personal classifieds.
Classipress it does work.
1- Answer: On the theme options, you can allow the user to place ads without registration.
And in answer to the other question - NO, when a member logs in they only have access to a front end dashboard page and their profile.
Actually you got that wrong.
2 - Answer: YES, the user has the ability to access the admin. That is the default for Wordpress contributors- Even though Classipress redirects the user to his dashboard, If he wants, he just need to change the URL for www. sitename/
wp-admin/. Again, that is not a Classipress problem but just the way
WP sets permissions to its users. In order for you to block that, you need to install this plugin and set permissions you want for the user:

3 - If you have selected the ads to be paid, then all ads will be in draft mode. Classipress does not have automatically published ads in payment selected mode. You can see this message here:
