It's not a standard feature or setting you can change from within the ClassiPress admin, so you would have to do some custom coding to achieve this kind of change.
I use OIOpublisher which is a good Ad manager for Classipress. You charge for featured ads, banner ads, blog post ads, text link ads and inline blog post ads. It uses paypal too so you don't have to setup anything extra for payment.
