Is there a way to make CP function more like Craigslist or Kijiji where you can select a specific city to view ads for that location, instead of ads the ads lumped into on place?

Well you can of course use the standard search feature to search by location, and there are plans for a filter widget to be implemented in a future release of ClassiPress. Outside of this, I am aware of some users who have customized their theme to work this way, so yes I would say it is possible, however it would require customization on your part.
