Yes you can upgrade from one licence type to another by just paying the upgrade cost. With this new appthemes site it's even easier to do so than ever before, as you can simply log in to the homepage and access the upgrade option from your "purchase themes" link.
When you have paid for the upgrade, you'll be able to download the relevant theme files and in turn, yes, you would reinstall the theme to implement the version change.
