I would like to know if I buy the Ultimate version in English then I can use it for other domains in other languages?, Also I want to know how to take advantage of the discount of 50%.
maybe I have to first buy a hosting from your partner, Bluehost, for example?

Yes, you can install the theme on multiple domains regardless of which licence type you purchase. In terms of the different languages, you can create sites in other languages using language packs (you can read more about this here), however if you plan to use a plugin for translating, you will need to check that it is compatible with custom post types, as many of the language plugins which have been around a while have not been upgraded to support these.
