Cannot create Form Layout - Error message (all Category used)

Dear Support,

I am having difficulties in using Classipress for my new project. In my other site in the past, I do not face this problem. I have created a few new categories in my dashboard, but it was not reflected in classipress. Also, I was not able to create new form (layout form for customized fields) as it show a message "All your categories are currently being used. You must remove at least one category from another form layout before you can continue."

When view on browser, no category was display.
Please advise where would went wrong and how do I resolve this?
