Can't post new ads

I have a problem. I do not know why but it is not possible to create new ads for any user. Proceeding form step 2 to step 3 of the creation form an error occures. I have German translation installed but it means "you need to choose an ad package" first. But there is no ad package I could choose from

I do not why that happens. I have only one ad package created in the backend and it worked fine until these days

Any ideas?
