Category selection in custom field is limited

I created 1917 categories, which are car makes and models, which should allow you to search for the custom fields in the same form, regardless of which car category or subcategory the user selected. Unfortunately it does not work, although the option to select "all categories" appears, at the time of saving does not save in the form. I could create other custom forms for the surplus categories, but it would not be good, because when someone wanted to search among all cars one yellow, for example, the search results would exclude cars belonging to the other custom form.
