Character encoding issues in the title

My site has been set up and always encoded with UTF-8. I noticed recently that the title's are having character issues, but only within the ad taxonomy. The standard blog taxonomy works as it should.

Examples:
http://www.onlyag.com/ads/thiss-is-a...ng-issue-4x40/ - Ad taxonomy
http://www.onlyag.com/thiss-is-anoth...ng-issue-4x40/ - Same title, blog taxonomy.

Any information on why they would be treated differently? Is character encoding specified anywhere within the theme other than wp-config.php or the header.php file? Really stumped here.

Note: These titles were manually entered directly into the title field and are not bulk uploaded or copied and pasted from any word processor or notepad.
