Default selection for drop-down

Hi,
is there an easy way to define a default selection for a custom drop-down (or core ex. city drop-down)?

Example:
drop-down: item1,item2,item3
and i want to set item2 as default selection

I've tried inserting <option selected="yes">...</option) directly to database etc. with no luck, seems its parsing all the tags.
