Featured Listing Question

When I post ad add as a featured listing it automatically becomes "Pending Review" rather than published.

Is this normal or can it be changed to publish immediately?

Secondly, once I've authorised a featured listing all that happens is that a static "Featured Listing" box appears at the top of the page but it has no content, no image, no ad.

Any suggestions as to how I remedy this?
