Free to list - private admin approved only option?

Hi,

Is there a way that I can create a free to list membership that is not visible (or available unless I action it via backend) to non & registered users ?

I've currently got membership packs set up so ppl have to pay but I'd also like to be able to grant certain users a free to list option (without others knowing)

Am using 3.2 beta.
