How to post by city or state

I've seen posts about this on the forums but I did not find an answer. When people come to my site I want them to be able to click on a state they would like to see ads in. Is this something this theme can do already, or is there something that has to be done to make this work. For the most part the people who will be using my site will be people in my city and try-state area. So I don't want them to always see ads posted by someone on the other side of the country. I know by typing the city or state in the search box it will pull up all posts from that city or state, but then i have to hope people would know to do that.
