Issue with new users trying to place an ad

When a registered user places an ad and goes to the category drop-down menu to chose their category, it goes to that category page, before it even lets them click the orange "go" button. I don't want it to go to the category page, I want it to go to the next step in the ad submission process. Does that make sense? And is anyone else having this problem?
