Listing IP to Ad to Username

Question

My site is a free ads site to private sellers and our goal is to charge trade sellers. The way i was going to identify the trade sellers was by the number of ads under the username etc and sending out sales people and selling the ad space to trade sellers etc. and charging etc.

Tonight i got an enquiry, about a Trade seller who has been selling on another well known free ad site that also charges trade seller and free to private sellers site in my country.

He says he changes is mobile no. and has sold over 50 cars (car dealer yes, i was not suprised) to avoid being picked up as a trade seller. he buys cheap throw away sims. not sure if he has to register with the site. if he is that desperate he could setup different email addresses and different mobile no.

my thinking was that he would be 9/10 times using the same pc/laptop etc to submit his ad. now i know that this is not 100% as all end users get a DHCP address from their ISP, but most stay the same. i have had the same IP for the pass couple years. my router picks up the same one after reboot.

i am wondering can you tell me how to link ip to ad to username. I have been looking through the DB and being trying to work it out. i am sure if i spend enough time i be able to work it out and create a new query inside mysql that would export this data into a list.

Can you tell me the tables and the fields that would link an Ad to ip address to the user.

I been looking through thr DB and i see user ID reference no and Ad ID etc and i have found cp_sys_userIP and i am sure they have different primary keys etc.
