make street and postal code mandatory - postal code needed in capitals?

Hi,

When customers add a new ad I want to make the street and postal code mandatory, but I don't have options to do this through admin, unless I am mistaken? How can I change fields in the ad listings to mandatory?

Also, it seems that if customers do not type postal codes in capitals then the google maps do not show up on that particular listing. Is there a solution for this so that the ads will show up regardless of whether the customer types with capitals or not?
